This ranking scores what each agency publishes on its own website, verified page by page on August 17, 2026. It measures transparency, not results. No agency was interviewed and no self-reported case-study number counted as evidence, because a buyer cannot audit another company's client data and neither can we.
Four published facts decide the ranking:
- Published pricing. Does a real dollar figure appear on the agency's own site before you fill in a form? Four entities in this market publish one.
- Published contract or ownership terms. Does the agency state its contract length, or say in writing that you keep the website and ad accounts when you leave?

KickCharge's 345 matches the widget on its own homepage, so that one is independently checkable; Hook publishes no rating anywhere on its site, so its cell rests on the dated capture alone, and a reader re-running the query later will get a different number. Counts drift daily — KickCharge's anniversary page read 346 the day its homepage read 345 — and local-pack membership drifts with them.
Ranks five to ten all publish exactly one fact, so their order is the judgement flagged above rather than a calculation. Valve+Meter and Scorpion lead that tier because a named AI-search product and a contract term in writing each settle more of a buying decision than an asset-ownership line does (Rocket Media, RYNO), or a GEO product parked on a page that is not the HVAC page (Thrive), or a rating with nothing else behind it (KickCharge). Hook is the transparency leader, not the breadth leader. Its HVAC page names HVAC plus seven trades — roofing, plumbing, fencing, concrete, garage doors, electrical and pest — but only five services: SEO, Google Ads management, website design, Local Services Ads and Google Maps SEO, with no brand, print, broadcast or direct-mail work. That is one of the narrowest channel menus here, and because breadth is not one of the four criteria it costs Hook nothing. Hook publishes three of the four facts, and its tie with Footbridge breaks its way on the judgement stated in the methodology: an itemized per-service price tells a buyer more about their own likely invoice than a single bundled figure does.
2. Footbridge Media — the transparency floor, at $249/month
Footbridge Media publishes a single price under the heading "No Contracts. No Hidden Fees. Just $249/Month," covering a custom website, hosting, content, Google Business Profile optimization, SEO, AEO, GEO, review management, citations, booking, a consultant and a CRM. Two caveats: Footbridge markets to contractors generally rather than HVAC specifically, and its package names no paid-media management, so Google Ads management means a second vendor. The "$5,000+" its comparison table puts in the "Other Agencies" column is Footbridge's own marketing claim, not a market measurement.
3. Effective Media Solutions — traditional media, published
Effective Media Solutions held the first organic result in our August 17, 2026 capture of this query with its homepage, not a roundup — with an AI Overview above every organic result. It is the only agency here selling television, radio, billboards and streaming audio alongside search. It calls itself "an HVAC, Plumbing, and Electrical marketing agency that gets the phone to ring," claims "20+ years of HVAC contractor marketing results," and names an AI-search product: "ChatGPT, Gemini, Perplexity, and Google AI Overviews are answering your customers' HVAC questions. We optimize your site, reviews, & listings so AI names your business first." Its review widget publishes a 5.0 with reviews labelled "on Google" and links out to its Google reviews panel and BBB profile. No price or contract term appears anywhere, which is why it sits third.
4. Lemonade Stand — "transparent pricing" with no price
Lemonade Stand's HVAC page opens by "offering transparent pricing, cutting-edge strategy, and measurable outcomes" and then publishes no dollar figure at all — the clearest example of the gap this table exists to expose. What it publishes is worth having: "we have no contracts—we fight to earn your business every single month," and US staffing stated plainly, "No language barriers or communication delays." Its GEO product sits on a separate page titled "Rank on AI with Generative Engine Optimization", not the HVAC page a contractor lands on.
5. Valve+Meter — the widest published channel menu
Valve+Meter publishes the longest service list here: paid search, paid social, Yelp ads, geofencing, OTT, programmatic media buying, digital PR, direct mail, video production, vehicle wrap design and traditional media, plus "AI Search Optimization" and a standalone "AEO Audit." It sells to private-equity roll-ups and multi-location operators by name, under the line "'Math Before Marketing' — That's our approach." Across fifteen named industries it publishes no price, no term and no checkable rating.
6. Scorpion — the clearest contract answer, and four AI products
Scorpion is the only agency here that answers the contract question in writing: "Scorpion typically requires a 12-month contract for our marketing technology and certain marketing services like search engine optimization (SEO). Digital advertising services like Google Ads, LSAs, Meta, etc. are typically month-to-month terms." It also spells out the exit: accounts and content transfer back to you, but "You'll need to work with another vendor to rebuild your website on a content management system of your choosing." A real switching cost, disclosed honestly.
Scorpion's HVAC page names four AI products, and one is search: "With our search engine optimization technology, Ranking AI, your business will show up for the searches that bring you customers, not empty clicks and traffic." The other three are Advertising AI, Reputation AI and Scorpion Connect, "your AI customer service rep." Ranking AI is conventional SEO technology under an AI brand, not a product for visibility inside generative answers, which is why criterion three records none here. Read the descriptions, not the badges.
7–10. The rest of the field, and one warning about stale lists
Rocket Media publishes the friendliest terms nobody talks about: "Month-to-month contracts and no site leasing," "Caps on new clients in a local area," and, of its HVAC estimator, "This product isn't leased to you – you own it."
RYNO Strategic Solutions publishes exactly one buying fact, the ownership answer: "At RYNO, you own 100% of every asset we create for you—including your website." Its anniversary page dates the firm to 1995 — "1995 / Founded" opens its timeline under "Dreaming Big & Changing Lives Since 1995" — and its homepage names HVAC plus four trades: "HVAC, Electric, Plumbing, Roofing, or Garage service."

Scorpion publishes no minimum but does publish the twelve-month commitment, which filters the same buyers.
The ACCA and Farmington Consulting Group "Contractor of the Future Study" of more than 1,000 HVACR contractors is the only HVAC primary source under the budget question: "The average contractor spends 6% of annual revenue on marketing and advertising. Contractors who invest at least 12% see their net profits jump from 5% to 9%." That relationship is correlational in a survey, not a proven return. What their robots.txt files say about AI crawlers
We requested the robots.txt file of seven agencies here on August 17, 2026 — scorpion.co, hookagency.com, hvacwebmasters.com, bluecorona.com, rynoss.com, thriveagency.com and footbridgemedia.com; load /robots.txt on each to reproduce it. Not one names a generative-AI crawler: no GPTBot, no OAI-SearchBot, no ClaudeBot, no PerplexityBot, no Google-Extended. Scorpion is closest — it names OAI-AdsBot with Allow: /, grouped with AdsBot-Google and AdsBot-Google-Mobile, OpenAI's ads landing-page agent rather than its search crawler. Thrive names crawlers deliberately, but they are SEO tools: AhrefsBot and AhrefsSiteAudit under "Ahrefs site-audit crawlers - deliberate full access."
None of these files blocks AI crawlers — every one leaves User-agent: * permissive, so no agency has damaged its clients. AI crawler access is simply not yet on anyone's checklist. Be sceptical of a vendor selling you a file to fix it.
